SATURDAY, DECEMBER 17, 191V 15 TTTE MORNING OREGONIAN. V FIRE PROTECTION T Forest Association Meets To day to Discuss Measures for Prevention. GOVERNMENT AID ASKED Ram Appropriated bjr State IKrmrd Inadequate In Proportion to In tereatii Involved Game Law Hare Effect. With estimates of firs- losses In Or (on for ths season of 110 approximat ing 1.000.000.000 fet of timber. the Oregon Forest Flra Association wt!l hold lt annual contention at tha Com mercial Tub today and will devote the chief part of It session to consldera tton of mrim of preventing a recur rence of destructive ronf laa-ratlone. Action probably will betaken to ask Congress for a largely Increased ap propriation for patrol work In the Na tional forests ami for closer co-opera-tton bt(rn private timber owners and the apportionment of tbe ezpenaa of prevention measures, aa well aa meas ure for comhattlna Area once started. One of the mot Important suh)ects to ba considered will be tha aid which It t proposed to aak from tbe State legislature. State Aid Inadequate. Lumbermen contend that the timber Interval. Inclusive of' milling and Ita ailed Industries, ara the molt valuable aaaet of the state, and that tha appro priation of S..0 a year made by the stats for maintaining the lire warden and protection; the great property from ; destruction la Inadequate, i The convention 1 expected to de mand tha enactment of proper fire law j ana mo ppropni,un v. -un money by the State Legislature to place Are warden on patrol duty In danger ous seasons and to provide an emer gency fund. Tha demand will be supported by flg ores to show that timber and lumber Interests expend mora money In Ore gon annually than do the horticultural, agricultural, fisheries and manufactur ing Industries combined. Tha Legislature probably will ba aaked to set back the big game hunting season, as well aa the season for other came. In seeking which hunters have been in the habit of entering the wooda durtng the dry seasons. It Is believed that If the Legislature will make It Illegal to hunt In the woods before September IS. the danger of fires will be lessened. Officers of the Oregon Forest Fire Association have traced the origin of many Ores to carelessness of hunters who are In the woods with tha sanet'on of tha law. It Is believed that the suggested change will meet the approval of hunters and all Interests concerned. Mr Hanger Iicrea.ing. "The loss of timber by Ore was T. OrtO.OOO feet on the forest reserves of Oregon last year." said District Forest, er Chapman yesterday. "It waa 11 times larger than the losses of 190. and ten tlmea larger than In 1904. The losses on privately owned lands may ba stated as twice the amount charged against the Forest Service. "There Is no reason to believe that tha ratio of losses will be lower In the future, unless energetic preparations are made to supply men and money to put out the fires as they are discovered. As the population of the state Increases the danger of lira increases. Tha ratio of clearings and consequent burnings of slashings keeps paca with settlement. Homeseekers are coming to the state In greater numbers. All our efforts be ing bent to populate tha state, w must make life and property safe. "During the past season those dis tricts of Oregon In which we had been enabled to build roads, trails and tele phone lines were virtually kept free from fire. That has demonstrated the necessity of expending large amounts of money In mora such work. If wa ran reach a National forest fire quickly It la almost Invariably controlled. All of these improvements played their part. Tha big losses were In districts In which we had not established such means of communication. Co-operation la Essential. "The Forest Service spent $150,009 fighting fires In Oregon and Washington In 11'. Of that amount 141.000 was expended In fighting fires on privately owned lands. Of tires. 47 were on private lands. -What Is needed la thorough co-operation between the Government, the state and private Interests, tract, must furnish the necessary means to make this co-operation effective, and when every acre of the timber Is under effec tive patrol. I believe we can atop the occurrence of destructive fires to a de gree that will place standard timber among the ssfest Investments.1 -DAIRYMEN ELECT LEADERS S. S.
